DEVELOPMENT PROTOCOL FOR THE HPNA
PROCESS OVERVIEW:Initial Contact: Once an alert is received from the Planning Department or the Resident Response Center (RRC), the HPNA Board will ensure that the proposed development project (the "Project") is added as a topic to the next HPNA general meeting. Prior to that general meeting, as time permits, the HPNA board will contact the planning department, as necessary, for the purpose of verifying any missing or unclear basic information.
Notifying the Membership: All known information about the Project will be read/distributed at the next available general meeting, published on the HPNA website via our member forum, and sent in an email to our members especially noting if there is a proposed change to a redevelopment plan or current zoning.
Membership Vote (if applicable): A vote or survey of the membership will be taken, in order to determine the HPNA's position on the Project in situations where: (i) member feedback expressed at a general meeting or via our member forum indicates member concerns/dissent about the Project, or (ii) if a statement of the HPNA position on the Project is requested.
Notification of the vote must be posted at least 7 days prior to the vote via the HPNA message forum and email. Membership Survey must be available for at least 7 days before being tallied.
The HPNA shall not take any position or make any statement on a Project that has not been voted on by the membership. If a membership vote is taken and fails to win a 2/3 majority in support of or opposition to the Project, the HPNA position will be one of “varied community feedback both in support of and against the Project.”
The HPNA Board will draft and the membership will approve template statements/forms to be used following membership votes and expressing: (i) HPNA support of a Project, (ii) HPNA opposition to a Project, (iii) HPNA mixed community feedback both in support of and opposition to a Project.
